About the authors
BeckMichael Beck is a Member of PA Consulting's Management Group and a leader in the firm's Global Energy Group. Mike has a broad range of experience in the energy industry, particularly in areas related to electric utility industry restructuring. He has been involved in energy consulting for over 20 years and has consulted for a variety of organizations on a broad range of topics including generation and transmission operations, strategic planning, asset valuation, risk management, environmental strategy, and competitive analysis. Mr. Beck joined PA through its acquisition of Hagler Bailly in October 2000. He holds a B.S. in Civil Engineering from the University of Pennsylvania,a Masters in Business Administration from Drexel University, and is a Registered Professional Engineer in the state of New Jersey. 
FeldmanRoger D. Feldman is a Partner at Bingham McCutchen. Throughout his 30-year career, Mr. Feldman has been actively involved in all aspects of contracting for and financing energy, environmental and infrastructure projects. He served as cochair of the Projects and Structured Finance Group, which closed more than 200 transactions worldwide with an aggregate value of more than $40 billion.He has served as lead counsel in numerous, successfully-financed IPP and merchant power project financings, acquisitions and portfolio divestitures in the U.S. and overseas, and advised lenders, project developers and rating agencies with respect to many others. Mr. Feldman has also provided counsel for a wide range of energy and environmental regulatory issues impacting proposed transactions. He has represented electric utility and independent energy trade associations in diverse rulemakings, a rating agency on its analysis of independent power projects, and the Department of Energy in its largest proposed project financing. 
FelsingerDonald E. Felsinger is group president of Sempra Energy Global Enterprises, the umbrella for Sempra Energy's growth businesses, including Sempra Energy Trading, Sempra Energy International, Sempra Energy Resources and Sempra Energy Solutions. Sempra Energy is a San Diego-based Fortune 500 energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services. The Sempra Energy companies' 12,000 employees serve more than 9 million customers in the United States, Europe, Canada, Mexico, South America. and Asia. In his current position, Felsinger is charged with developing and expanding Sempra Energy's delivery of the integrated products and services demanded by a global, evolving energy marketplace. These activities include retail marketing of energy products and services, energy trading, international energy-infrastructure projects and the construction of merchant power plants. Felsinger holds the additional title of chairman of Sempra Energy
International.

Mo Meghji is a principal and co-founder of Loughlin Meghji + Company, a firm that specializes in advising management, investors and creditors in the restructuring of financially challenged companies. Mo has more than 15 years of business experience in the U.K., Canada and the U.S., including 10 years in the Restructuring Group of a major international consulting firm, most recently as a partner in the New York office. Mo's industry experience includes companies in a variety of industries including most recently a number of cases in the energy industry, including Covanta Energy Corp. and US Gen New England Inc, a subsidiary of National Energy Group. Mo graduated from York University in Canada and has also completed the Advanced Corporate Finance Program at the INSEAD Business School in France. He is a U.S. Certified Turnaround
Professional (CTP), as well as a U.K. and Canadian Chartered Accountant.
Dr. Salim J. Jabbour is Senior Vice President of Nexant, Inc. He was the founder and former CEO of BMC, a software and consulting firm acquired by Nexant, where he currently leads the enterprise risk management division. Previously, he was the managing director of the energy practice at DFI.Dr. Jabbour has influenced numerous mission-critical decisions, published a book, and several papers.He is a regular speaker at conferences and executive management meetings.Dr. Jabbour holds an MBA and a Ph.D. in Mechanical Engineering (Stanford University).

LetzelterJim Letzelter, Managing Director, Platts, is a power generation expert with over 14 years of experience. He specializes in power market assessment, risk analysis, emissions strategy, asset valuation and strategic planning. Before joining Platts, Jim served as president of GenerSys Consulting, as a principal with Hagler Bailly, and as a senior consultant at Metzler & Associates. Throughout his career, Jim has successfully integrated state-ofthe- art analytics with strategic thinking. Jim's work has been used for asset acquisitions, regulatory proceedings, and litigation. Most of his project engagements have dealt with major power-related investment decisions or strategic positions. His writing on a wide variety of issues has been published nationally and internationally, and he is a frequent presenter at high-profile industry forums. He holds an MBA from the State University of New York at Albany and a BS in electrical engineering from
Clarkson University. 
Paul O'Rourke, Vice President of Charles River Associates, has more than 25 years of experience in management consulting and general management.His experience with energy clients includes strategy development, technology and market assessment, marketing management, and organization assessment. Mr. O'Rourke has worked extensively in all segments of the energy industry, including electricity, oil, natural gas, coal, and renewable resources. During the past three years, Mr. O'Rourke has worked extensively in the Asia Pacific region for merchant generators and investor-owned utilities.He has also worked extensively with utility trade associations in North America, including the Electric Power Research Institute, Edison Electric Institute, and the Gas Research Institute.
